Discover how the Programme works

The main aim of the program is to ensure an effective system for cohesion policy in the years 2021-2027 in strategic, implementation and reflexive dimensions.

The key objectives planned in the programme are:

  1. disseminating modern human resources management methods in administration responsible for implementing funds in the 2021-2027 financial perspective; 
  2. creating and maintaining appropriate working conditions for officials implementing funds that will enable carrying out the duties outlined in the EU regulations; 
  3. increasing the administrative capacity of institutions implementing funds; 
  4. supporting coordination and management activities at the level of the Partnership Agreement; 
  5. increasing the potential of beneficiaries, among others through training and expert activities; 
  6. supporting the implementation of integrated territorial investments; 
  7. developing and maintaining the national IT system that enables application for co-financing and settlement of projects financed from the funds;
  8. informing, promoting and improving the visibility of funds in Poland.  

Program structure and budget

The programme will be financed from the European Regional Development Fund. The total allocation of the program is EUR 550 million.

The program has three priorities:

  1. Effective institutions – EUR 385 million
  2. Effective beneficiaries – EUR 140 million
  3. Effective communication – EUR 25 million

Public consultations on the program

From 16 March to 19 April 2021, public consultations of the Technical Assistance for European Funds 2021-2027 program were held.

In August 2021, the Technical Assistance for European Funds 2021-2027 program was recognised as consistent with the draft Partnership Agreement and received a positive recommendation from the Joint Commission of the Government and Local Government.

Conference

Public hearing

The public hearing of the draft program Technical Assistance for European Funds 2021-2027 took place on 30 April 2021.

Thanks to the hearing, government representatives were able to hear opinions on the draft program. The initiator and patron of this initiative was the Subcommittee for Partnership Development (one of the bodies in which representatives of the government, local government, social and economic partners, as well as representatives of civic society sit).

The event was prepared by the Shipyard Foundation and the National Federation of Polish NGOs.
